Qualicum Beach legalese

Does anyone in the Town of Qualicum Beach’s bureaucracy speak English?

The recent Town of Qualicum Beach advertisement in The NEWS called ‘Town Tidings’ includes this: “Our attraction efforts primarily target external audiences, however with the implementation of these initiatives now in progress, an important audience that can assist in promoting this work is our local and regional stakeholders — residents like you.”

The mind goes numb.
