Bag ban not a clean break from plastic

I was recently in Kamloops, at a shopping mall public washroom close to a Safeway store. A man entered the washroom with his re-useable bag, full of groceries, and set it down on the floor between the urinals.

If plastic bags are banned, we can expect some very filthy bags to be used in the local grocery stores. Plastic bags might not be ideal, but at least they are sterile.
