Why was aquifer storage even considered if the ERWS already knew that the Englishman River was an adequate source of water?

Remember the aquifer storage concept that was pushed as sorely needed, along with the new treatment plant?

If Mike Squire and the ERWS knew all along that they could get the additional water needed from Lake Arrowsmith, then why was the aquifer storage idea entertained at all?

If now it is proposed that Lake Arrowsmith alone would fill future water needs, why exactly were millions of dollars spent investigating aquifer storage?

This is a major logical faux pas. Something does not compute.

The ERWS is demonstrating either embarrassing incompetence or something much, much worse.
