Little activity means end to Morningstar water service area

Water service in French Creek area is entirely surrounded by EPCOR water

The Regional District of Nanaimo this week voted to  repeal the Morningstar Creek Water Local Service Area, but it’s unlikely many people will notice.

Speaking at the Tuesday committee of the whole meeting, chief administrative officer Carol Mason said the service, located near the French Creek boat harbour was established in 1998 as the result of a developer anticipating the subdivision of properties. However, there has been little activity in the area since that time.

“Several properties opted out of the service area and joined the EPCOR service area,” she said. “If you look at a map of the area, Morningstar is entirely surrounded by the EPCOR Service Area and if there is a development, it will be EPCOR that provides the water.”

She noted as well the area has no public well, making the water service area little more than a map with some lines on it.

“There has been no development activity and no public wells to provide water, so we are recommending we repeal the service,” she said.

Board chair Joe Stanhope, who represents the area, said he supports the move, which passed unanimously.
