Qualicum Beach council passed a zoning amendment and development application permit that will allow a mixed-use development on a property on Second Avenue in the East Village area.
The vote, at council’s regular meeting on Sept. 21, was not unanimous as Coun. Anne Skipsey was opposed. The development includes a ground-floor commercial space and 72 residential dwelling units above. Coun. Teunis Westbroek excused himself from the proceedings due to a legal matter.
The residential portion of the development will feature a six-storey apartment building, including the parkade, and a seven-storey condominium building, including the parkade.

The seven-storey height was a major concern raised by residents as they fear it would set a precedent for other developers to follow.
Town planner Luke Sales indicated from street level perspective, it would be the tallest building in town once it is built. But from the perspective that takes into consideration elevation and looking at it from a bird’s eye view, the proposed building would not be higher than the third-highest building in town.
