Regional District of Nanaimo electors to vote on proposed land exchange

Electors in District 69 will be given another chance to decide whether to endorse a land swap proposal involving parts of the Meadowood Community Park and Little Qualicum River Regional Park.

Wicklow West Holdings at Qualicum River Estates had sought from the Regional District of Nanaimo to exchange 1.06 hectares of its land for 1.02 hectares of existing land in the community park, located adjacent to the Meadowood Fire Hall.

Wicklow also want to acquire 0.265 hectares of regional park and in exchange, will give the RDN 0.27 hectares of their land.

The RDN board endorsed the land exchange agreement on June 28, 2002 but a bylaw is neeed to authorize the removal of the regional park dediction on the affected land to be exchanged with the developer. And before a bylaw can be adopted, it needs the endorsment of the electorate via an alternative approval process.

An alternative approval process was held last June and completed on Aug. 15. But there were some requirements that were not met during the AAP process, which on advise of the legal counsel, forced the RDN to repeat the process.

Elector response forms are now available for eligible electors from City of Nanaimo, City of Parksville, Town of Qualcum Beach, District of Lantzville and Electoral Areas A, B, C, D, E, F G and H.

A copy of Bylaw No. 1859 is available for public inspection and Elector Response Forms can be obtained on the RDN website at www.rdn.bc.ca, and at the administration office of the RDN located at 6300 Hammond Bay Road, Nanaimo, B.C., V9T 6N2. You can phone 250-390-4111 or toll free 1-877-607-4111, until Nov. 28, during regular office hours: Monday to Friday from 8:30 a.m. to 4:30 p.m., excluding statutory holidays.

Signed elector response forms must be received by the corporate officer at 6300 Hammond Bay Rd., Nanaimo, B.C., V9T 6N2 before 4 p.m. on Monday, Nov. 28 to be counted. Completed forms can be submitted by email to vote@rdn.bc.ca or by fax to 250-390-4163.

The total number of electors is determined to be 123,062. If less than 10 per cent or 12,306 of the electors sign and submit an elector response form by the deadline, the RDN Board may proceed to adopt Bylaw No. 1859. If 12,306 or more electors sign and submit elector response forms by the deadline, Bylaw No. 1859 cannot be adopted by the RDN Board without obtaining the assent of the electors.
