Regional District of Nanaimo increases tax requistion in 2022 by 11.2 per cent

The Regional District of Nanaimo is looking to increase its tax requisition by 11.2 per cent in 2022.

The RDN is expected to collect $72.2 million in property and parcel taxes this year, up from the 2021 total of $64,910,783.

Acting director of finance Tiffany Moore presented a report to the directors at the committee of the whole meeting held on March 1. The three main factors that led to the tax requisition increase, Moore explained, are the reduction in the carry forward surplus of $2.97 million, the changed service levels has increased to $3.32 million and changes within service levels has also gone up to $2.57 million.

Moore said in the past the surplus has managed to keep the regional tax requisition lower. She suggested the RDN refrain from doing this.

“Best practice is not to relay on carry forward surpluses,” Moore said. “Over the last few years, there has been a conscious effort to reduce this surpluses.”

In District 69, the increase will impact ratepayers from Electoral Area E (Nanoose Bay) and Area F (Coombs, Hilliers, Errington, Whiskey Creek, Meadowood) more as they will see their mill rate go up by $155 and $152 respectively.

The 2022 property tax in Nanoose Bay based on an average residential value will go up $925 from $770 in 2021. In Area F, the property tax will increase to $745 this year compared to $593 last year.

In other jurisdictions, Area G (French Creek, San Pareil, Little Qualicum, Englishman River) residents will pay $133 more in taxes this year as property tax for an average home will go up from $828 in 2021 to $961. In Area H (Bowser, Qualicum Bay, Deep Bay) the home tax increase t0 $800 this year from $688 in 2021.

The City of Parksville residents will fork out $80 more this year in the taxes they will be paying to the RDN while in the Town of Qualicum Beach, ratepayers will pay $116 more.

The committee of the whole approved staff recommendation that the RDN Financial Plan 2022 to 2026 Amendment Bylaw No. 1849.01, 2022 be introduced and read three times and then adopted. The bylaw will be presented to the RDN board for approval.
