Notice is hereby given that the Regional District of Nanaimo (“RDN”) will hold a public hearing regarding Regional District of Nanaimo Zoning Bylaw No. 2500, 2024 (“Bylaw 2500”). The public hearing for Bylaw 2500 will be chaired by Director Rogers, or another Electoral Area director, as a delegate of the RDN Board.
PUBLIC HEARING DETAILS
The public hearing will be held for the purpose of allowing the public to make representations to the RDN respecting matters contained in Bylaw 2500. The public hearing dates, times and locations are as follows:

HAVE YOUR SAY
All persons who believe that their interest in property is affected by proposed Bylaw 2500 shall be afforded an opportunity to be heard in person, or by written submission, at the public hearing. Written submissions can also be provided in advance of the public hearing and must be received at the RDN Administration Office by 4:30 p.m., November 7, 2024, to ensure their inclusion in the public record. Please do not include personal or confidential information about yourself or others in your written submission. Written submissions may be made publicly available through the RDN website and on public meeting agendas.

WHERE CAN I INSPECT THE DOCUMENTS?
A copy of proposed Bylaw 2500, the resolution or bylaw delegating the public hearing and information about the Bylaw 500 Review and Update Project may be inspected at https://www.getinvolved.rdn.ca/bylaw-500-review, at Part 1 or Part 2 of the hearing or at the RDN Administration Office up until November 7, 2024. The office is located at 6300 Hammond Bay Road, Nanaimo, B.C. and is open Monday to Friday, 8:30 a.m. to 4:30 p.m. excluding public holidays.
PURPOSE OF ZONING BYLAW 2500
Bylaw 2500 is proposed to replace the RDN’s Regional District of Nanaimo Land Use and Subdivision Bylaw No. 500, 1987 (“Bylaw 500”) following the RDN’s Bylaw 500 Review and Update Project to address known problems with Bylaw 500 and to improve bylaw components that are unclear, inconsistent, or are challenging to administer or enforce. Bylaw 500 is currently the zoning bylaw that regulates the use of land, buildings and structures in five electoral areas. Bylaw 2500 is proposed to be the primary planning document to regulate the use of land, buildings and structures in the following electoral areas generally shown on the map below:
• Electoral Area A (Cedar, South Wellington, Yellow Point, Cassidy)
• Electoral Area C (Extension, Nanaimo Lakes, East Wellington, Pleasant Valley)
• Electoral Area E (Nanoose Bay)
• Electoral Area G (Englishman River, San Pareil, French Creek, Little Qualicum, Dashwood)
• Electoral Area H (Bowser, Qualicum Bay, Deep Bay)
The general purpose of proposed Bylaw 2500 is to specify the regulations that apply to the use of land and buildings and direct how development may occur on a parcel in these areas. More specifically, Bylaw 2500 is proposed to be a comprehensive approach to regulating land use and development, including the types of uses that may occur on a parcel, the maximum building heights, how land is subdivided and how far buildings and structures must be sited from all lot lines.
