It looks like the biggest problem may be the city council and staff. They seem to have their heads stuck in the sand.
There have been many suggestions but they look at the Englishman River as the only source. It was mentioned back in the 1970s to draw water from Cameron Lake then follow the E&N railway. If this was done, gravity would move the water, not pumps. It could supply water from Bowser to Nanaimo and everything in between.
Is it possible that they have gone to a point of no return on this project? It may be time for a new city council and a lot of the management staff. It seems to me they are very negative about any improvement going forward and we all suffer because of it.
