When change is promoted for area and city/municipal boundaries one should understand what that means.
French Creek has EPCOR supplying water and their residents are now crying about rate hikes. Does French Creek enter the Qualicum or Parksville water district and what does that mean? Do you have to buy out EPCOR or does EPCOR take over the present water systems of Qualicum or Parksville? Either way should be very unpalatable to those outside French Creek.
Personally, I believe private water purveyors are a bad thing. Water and its delivery should stay within the elected public domain.
