Who set up this debacle of sorts to widen, then narrow, then move the merge lane one block west on Highway 19A in Parksville?
That is, I am led to believe, at a cost of $2 million plus. And then they stopped two blocks short? What are they thinking? If the brain trust had any common sense, or a plan, those remaining blocks could have been completed within the major contract and the minimal additional cost would be far less that waiting to do it all again.
Did I say plan? What was I thinking? There was no plan. I continue to be amazed.
