The City of Parksville received an application for a Development Variance Permit, Development Permit and Affordable Housing Agreement from Broadstreet Properties Ltd. to facilitate 138 rental units at 151 Despard Ave.
At a June 17 regular meeting, Parksville council directed staff to undertake the required notice for a development permit that would vary open space requirements to facilitate rental apartment buildings at 151 Despard Ave. Council also advanced a housing agreement bylaw for the same property for three readings.
The proposed multi-unit residential development consists of 138 units in two apartment buildings, one with 83 units and one with 55 units. The development is comprised of 26 one-bedroom units, 83 two-bedroom units and 29 three-bedroom units. In order to facilitate the number of units proposed, the applicant is proposing to secure 28 units as affordable rental housing units.
The two, four-storey rental apartment buildings are proposed to be developed on a 1.52 hectare (3.756 acre) portion of 151 Despard Ave.

City releases 2018 financial statements
The City of Parksville released it Statement of Financial Information (SOFI) for 2018, which was approved by council.
Council and employee remuneration was included in the financial information, showing former city CAO Debbie Comis making the highest remuneration among staff in 2018 at $171, 547, which included taxable benefits.
Director of operations Vaughn Figueira made $154,761; Parksville fire chief Marc Norris made $152, 653; director of finance Lucky Butterworth made $127, 878; Blaine Russell, director of community planning, made $126,401; and current CAO, Keeva Kehler, who worked as city corporate officer/director of administrative services in 2018, made $125,740.

Council passed a motion introduced on June 3 to implement a security camera rebate program.
Coun. Adam Fras advised he would bring forward a motion to consider landscaping options at Retegno Park at the July 3 regular meeting.
