Parksville moves to restrict some parking

Town hall meeting addresses parking around Ballenas Secondary School

Rather than implementing a “resident only parking” decal and enforcement program for a handful of streets, Parksville council will remove the existing signs and use more targeted, restrictive parking signage.

The issue was addressed at council’s May 23, 2012 “town hall style” meeting at Ballenas Secondary School, where some local residents spoke, mostly from Gerald Place and Jenkins Place across from Ballenas Secondary School where the problem of students parking on residential streets led to the first “Resident only” signs.

The general tone of those who spoke was that the school has helped and it’s not a big problem anymore.

There are currently sections of eight city streets with “resident parking only” signs, but there is no decal system to identify resident vehicles so the signs are unenforceable.

A staff report points out that they do get complaints from some of the other areas with those signs, specifically around Springwood school and park.

The report looked at the options of continuing with the status quo, to implement a decal program, which would be the most expensive, or to remove the signs and essentially start again.

This would include the implementation of “parking restrictive signage,” like no parking at certain times of day, which would be enforceable by the existing bylaw staff.

These will apply to residents as well, but the report says “all current residents have parking alternatives,” ie. driveways.

The residents of the streets in question will be petitioned with majority agreement required for new restrictive signs.
