A quick check on the Internet shows that to refurbish one mile of rail line runs in the area of $1 million dollars. This is a low estimate, and does not include bridges, stations, or rolling stock.
So where did the good folks at ICF come up with this figure of $20.4 million to upgrade the entire rail line?
If the upgrading of the line is such a good idea, why has neither CN or CP rail considered this? I guess that’s because they know how much it would really cost to do the upgrade.
