Senate idea was missed

Don't appoint anyone and it will die slowly

Prime Minister Stephen Harper could have had us quite a long way towards Senate reform if he had so chosen.  

All he had to do was to refuse to appoint new senators. It is one of the many powers that reside in the office of the prime minister.  

If he had done this, in time there would be no senators left, the institution would fall into disuse, and abolition would follow.

Instead he looked to the Liberal Party for guidance.
