John C. Phillips has announced he will be a candidate for councillor in the Qualicum Beach municipal election on Oct. 15.
Phillips moved to Qualicum Beach in 2020 after working 28 years for the provincial government and volunteering with a variety of local, provincial, federal and cross-jurisdictional activities, according to a news release.
“The council table should be considered colleagues, not adversaries so that we can once again put the people’s business first,” Phillips said in the release. “Showing a little bit of respect can go a long way.”
Phillips identified three priorities: council regaining the trust and support of residents and being accountable; working with local, provincial and applicable third-party providers to respond to the ongoing health care concerns that impact Qualicum Beach; and a more active approach to addressing climate change within Qualicum Beach, the region and its impact on the Island and province.
“It would be an honour to better the community by putting my lifetime of experience in cooperation and collaboration to work for the people of Qualicum Beach,” said Phillips.

Phillips is a third generation resident of Vancouver Island with deep roots in the Parksville Qualicum Beach area.
He said he operates by the popular motto, “good governance is the foundation for satisfaction in government services — it fosters trust and leads to a culture of continual improvement.”
Phillips, who spent almost every weekend, holiday, or vacation visiting his grandparents or camping in the region during his youth and later with his own family, is happy to finally retire in his favourite spot on earth.
